purchase land, property, and enter the yamen to testify.
All legitimate business should allow the Chinese to operate. Chinese children should be free to go to school.
All Chinese should be treated respectfully.
All Chinese people living in Hawaii should get protection to make properties safe. In case of litigation,
the Chinese are allowed to come to the case and let the litigator take charge.
If the Chinese have an accident, the properties should in accordance with the law by local officials.
If a Chinese is in the case of dispute, the consul should be allowed to come to the office for hearing.
Chinese employment contracts should be voluntary.
If the Chinese people have illegal activities, he/she should be handled by the local officials.
If the consular officer knows about the illegal activities and asks the local officials for assistance,
the local officials must offer assistance.
