Low our Minister to China on behalf of the application to be made in favor of appointing Reverend Dr. Loomis of this city Consul General for the Empire of China at San Francisco. Something to the effect of that and herewith enclosed. Yours truly, John Hager"

An application will be made by some friends of the Reverend Dr. Loomis of this city to have him appointed Chinese Consul General for San Francisco, CA. He is a very estimable person."
Note: F. A. Low's term as Minister to China ended on July 24, 1873. William Parke Avery was his replacement.
